【内容提要】 从“一国”内部中央和次中央层次的权力分配视角来看,“一国两制”的台湾模式应有别于港澳模式的分权类型与法理依据,可以参照港澳地区先回归、再寻求制度磨合的经验,探讨两岸从制度层面的求同存异入手,推动和平统一的独特路径。建构“一国两制”台湾模式的理论框架,说明“一国两制”台湾模式具有的理想性和可行性,同时以该模式的顶层设计,规范国家尚未统一特殊情况下的两岸政治关系,可以进一步完善“一国两制”的台湾模式,为之铺陈通道。
From the perspective of power division within "one country, two systems" at the central and sub-central levels, the Taiwan-specific model of "one country, two systems" policy should be distinguished from the Hong Kong and Macao model in terms of decentralized types and legal basis. The experience from Hong Kong and Macao SARS where reunification came first followed by institutional adaptations can be used to explore the unique path for mainland China and China's Taiwan to seek common ground while putting aside difference for the purpose of peaceful reunification. The construction of theoretical framework of " one country, two systems" model for Taiwan indicates that this model is ideal and feasible; meanwhile, the top-level design for this model can function to regulate the cross-straits political relations prior to the reunification, so as to further improve the "one country, two systems" model for Taiwan and pave the road for its realization.
